Following the publication of this message yesterday several things have happened and the guidance has changed. 

IER Courses

The Airfield Manager is on leave currently and the officer responsible for this section did not want to take any more phone calls for IER course bookings and deferred the bookings back to Ops Manager HAC. However Ops Manager HAC is still on furlough and therefore not active in this role currently. So the first point is right now please do not call anyone to book anything. The initial guidance to just turn up on the respective days is not going to help with social distancing. So the new guidance is you will need to send an email to Mark Devlin (click on this link: mark.devlin101@mod.gov.uk) and cc: Jon Kumela on (copy this address for the cc line: opsman@haltonaeroclub.org.uk ) so there is a record of members wishing to attend each of the two days to help with planning the training events.   

Revised IER List

The IER list has been revised at 17:45hrs on the 6th of August and can be found below as a table, or a download from the website.

Dear Members, 

  • This is the most up-to-date and definitive HAC IER notification and it supersedes all others.
  • Please see the attached list of names first promulgated last April.
  • IER is coming out of suspension and you should note your name and where it appears so that you might prepare in advance, please note also that:
    • The column of names contains current members and it is fixed unless you want to swap in which case, find somebody to swap with and let me know by e-mail when you’ve swapped.
    • If you are not on the list please let me know as memberships change regularly.
    • If you shouldn’t be on the list let the OIC know.
  • There are no dates against some names at the bottom of the date column because it has been shuffling upwards each time Ops Sqn covered the duty during lockdown.
  • When you are notified of a training session being planned then please book onto the course with AFM  HAL-airfieldmanager@mod.uk 01296 656666 or 07771522083.
  • Please pay proper attention to the notes on the list and the LOP attached as the details answer many FAQ.
  • The orders (LOP) for IER Duty are also pinned on the noticeboard in HAC ops and in the blue folder section 7 signed for each year.

Halton Aeroplane Club Local Operating Procedure

Immediate Emergency Response.

To deliver a procedure which enables an obligation to be fully met whereby powered aircraft are assured of continued operation from RAF Halton.

  •  Vital information. Each member should undergo annual IER Training through RAF Halton Operations and retain current familiarisation of:
    • Defence Aerodrome Manual, the Aerodrome Order Book, the Immediate Response Plan and HAC Flying Order Book.

 

  • Vital features. Each member appointed to IER is responsible to the OIC for maintaining their currency to conduct IER or arranging for a suitably qualified replacement club member.
    • In exceptional circumstances the OIC may waive the IER obligation and appoint a Committee or House members as exceptional reserve, the IER nominated member:
    • Shall report by 08:30 to AFM (Building 281) (07771522083) and complete the signing-on details in the Aerodrome Operating Log (AOL).
    • Shall prepare HAC for occupation according to Covid19 restrictions (LOP 17) by wedging open the hangar entrance door from the foyer, the Ops Door and also the planning room door making sure the access doors to the corridor and OpsMan office are closed.
    • Post the weather printout from the fax.
    • Note your mobile/contact number on the HAC Ops Board.
    • Inspect the IER vehicle/trailer as briefed, check the crash box contents against the list and sign in the DI book (glove Compartment), position vehicle/trailer outside 3 Hangar in readiness.
    • Consult HAC bookings/Ops Portal for anticipated flying activity, assist with hangar doors, aircraft movement and host any powered visitors ensuring they book-in and out from HAC auth book.
    • Monitor 130.425 to respond as ”Flyer’s Base” under normal circumstances.
    • Liaise with Chilterns Gliding Club (CGC) to handover IER and if relieved temporarily by them, remain in contact within the airfield vicinity to return within 30 minutes of being called. You should not fly out of the circuit.
    • Ensure all powered aircraft are accounted for at the end of flying by reference to Auth Book details.
    • At cease-flying park the IER vehicle/trailer inside 3H, secure the BFI, Hangar doors/fire exits/wicket doors and HAC doors in accordance with LOP 04.
    • Complete the HAC IER log and report to AFM for stand down.
  • Record of Competence: The AFM holds a database with record of training for each club member whilst a personal training certificate is held by individual club members.

The HAC Chairman reminds all members that the IER commitment is a requirement for their continued membership and an essential enabler to HAC flying operations at RAF Halton.

HAC Members shall be personally responsible for arranging their own IER re-qualification by arrangement with the Training Provider Ops Sq AFM. Due to the current conditions please request a place on one of the two available courses by sending an email to mark.devlin101@mod.gov.uk and copy Jon Kumela on the cc line of the mail. ( opsman@haltonaeroclub.org.uk )

HAC Members may exchange their date with another HAC member by personal arrangement or ask an unallocated member to cover via the  contact list on the EBS, then amend the printed sheet in HAC Ops via OpsMan. HAC Members may petition the Chairman for relief of this obligation. Instructos are exempt from this obligation. The AFM, HAC Committee and HAC House members shall adopt the exceptional reserve for this club commitment.

Important Local Operating Procedure (LOP) for HAC

Post Covid-9 Recovery

 To protect employees, Committee members, essential staff and members during the phased recovery from lockdown to normal flying activity at RAF Halton.

Vital information. The basic principles, vital actions and timetable for easing lockdown restrictions shall be directed by OIC HAC iaw vital information sourced below in order to inform all HAC members on what to expect and how to behave to ensure mutual protection at RAF Halton during future HAC activities.

  • Vital Sources of Information.
    • HM Gov Doctrine, DfT and HSE Guidelines
    • HQ 22(Trg) Gp Directives, RAFSC Guidance and HOE direction
    • CAA Information, GASCO Publications and LAA Guidance
  • Essential Recovery Concept. In order to transit from lockdown and resume normal activity HAC shall adopt a 3-phase system based upon the restrictions imposed by RAF Halton:
    • Phase 0 (since March 20) Closedown HAC activity, prevent access, apply furlough to employees and adopt ongoing essential maintenance, anti-deterioration and business continuity work by authorised HAC Committee members and private owners.
    • Phase 1 (since Jul 20) Controlled access for HAC Instructors to enter and fly HAC aircraft and private owners to fly their aircraft solo.
    • Phase 2 (from 21 Aug 20) Controlled members access to regain currency in accordance with the prevailing conditions and resume normal flying training.   
  • Vital Equipment. Personal Protective Equipment (PPE) and sanitisation equipment shall not be provided from public funds.
    • Members shall provide their own PPE concurrent with recommendations unless provided by HAC.
    • HAC shall provide sanitation equipment as required sufficient to meet HSE guidelines for the premises.
    • The capacity of shared club equipment shall be reduced to allow each user and club staff to pre-use/post-use sanitise as part of a cleaning schedule,
  • Vital Recording.
    • HAC shall register this LOP to inform members and a Risk Assessment to show the hazards and risk mitigations.
    • The Flight authorisation Book shall record flying activity.
    • The T-Card system shall record currency.
  • Vital Processing
    • HAC Committee, Staff and Instructors shall review:
      • The requirements of the club RA’s.
      • The extra-ordinary schedule for pilots to return to flying after an extended period of no flying and if necessary, introduce additional compliances and competencies to assure safety.
      • HAC CFI and FTFI shall review the FOB to coordinate and record transition of pilots from red to green or restoration of self-authorisation on a case-by-case basis.
    • HAC OpsMan shall coordinate reconnection of Ops Room functionality when appropriate meanwhile; all pilots intending to fly shall follow HAC orders and the outbrief being responsible for providing their own NOTAM, weather and safety information.
    • The RAF Halton Hot Poop board shall introduce any temporary HAC conditions in red ink.

Dear Members,

The unfortunate field conditions and operating embargo have provided the opportunity to prepare the club for the flying season and investigate the possibility of deployment for next winter! New student records have been refreshed and protected within current DTO standards and the new RAFSA ATO model is being prepared for adoption by our Head of Training, ELCAS CAN forms are being processed and JRPSS nominations awaited in the spring. All aircraft have been inspected and their ARC’s renewed in preparation and the BFI is compliant ready for operation with the next event being a MOGAS tank inspection.

The HAC website has been re-worked to accommodate more of our members needs and the EBS is about to be re-launched after a total renovation. The electronic weather station has been repaired and MET Office communications into the club by FAX restored. The aircraft positions have been refreshed to accommodate each other (and their owners) more safely and comfortably, the hangar sides have been cleaned, repainted and HAC/Privately owned equipment/lockers rationalised to make a more recognisable and safer aircraft operating environment – please become familiar with the layout, where stuff is and help in the upkeep and tidiness. A temporary exchange of position for OpsMan office and the Clubroom is being trialled to determine if the club spaces/facilities can be improved for staff and members – Business as usual tho’.

  • Thank you for your responses to the Pre-Season Dinner invitation, by now all diners have received e-mail confirmation of their booking. Only a few places remain and the only way to secure a seat is via the website.
    • Requests received after all places have been filled shall be placed on a waiting list.
    • If the waiting list is 8, HHOM staff shall try to accommodate another table subject to the floor loading in the function room.
  • IER is not required for this coming weekend (22-23 Feb) as the Airfield is closed for flying until further notice. I shall liaise weekly with Ops Sqn for updates.
  • Members are not allowed to bring private vehicles beyond the electronic barrier until further notice unless specifically authorised by Ops Sqn, ditto.
    • Members should be reassured that PIR lighting has been installed to illuminate the whole length of Aviation Avenue between the electronic and manual barriers.
    • Members are still required to be careful on uneven surfaces (HAC RA refers).
  • All members holding trophies are requested to return them to OpsMan engraved (before the dinner) and I shall reimburse their cost.
  • The next social function shall be held in the Club Room as normal and all club facilities are available.
  • WET PAINT – please remain clear:
    • The Hangar Fire lanes have been refreshed in white.
    • The Fire Points have been refreshed in Red and White.
    • Areas of bare hangar wall or where redundant boards have been removed have been painted green.
    • Old floor markings have been painted-over in grey.
    • Club aircraft positions have already been marked with yellow whilst privately owned aircraft are being marked.
    • The Ground Equipment enclosure at the hangar doors and Buggy parking area shall be marked in yellow.
  • The Aircraft Cleaning Locker and domestic cleaning locker have been repositioned alongside the eastern fire exit along with hangar sweeping brushes and electrical distribution leads.
  • Battery charging at HAC is not to be carried out without HAC staff supervision.
    • All club aircraft batteries shall be charged in preparation for EGR as soon as the pan becomes available.
    • Warming of engine oil by low current drain installed electrical or uninstalled electrical oil-filled heaters should be protected by an isolator trip –  Those currently connected are requested to insert a trip as soon as practicable.
    • Trailing electrical cables over the fire lane should be protected, an anti-trip cover fitted and the wall-mounted sign erected.

The next round of IER (Immediate Emergency Response) training will take place on Sat 28th March 2020 starting at 1000hrs in Hectors House for the mind blowing power-point, followed by an hour at the Fire section. Should all be completed by approx. 1300hrs.

Just to confirm that it is a mandatory requirement that all clubs at RAF Halton provide Fire cover at weekends by suitable trained individuals so we can provide as safe as environment as possible.

Please note that the Team-Up Site for RAF Halton Ops shows the airfield closed TFN and see below the additional detail provided by the AFM Mark Devlin. Whilst there is no predicted change availability should be monitored through the Ops site.

(12/2/2020)

Due to the ongoing incident (strong wind damage to one of the buildings) at the Airfield, the dispersal area, Hangar1, SCAS,Model Flying Club will remain out of bounds. The front gate will be locked so there will be NO access to the dispersal area in front of all 3 Hangars 1,2 & 3. Aviation Ave will be open to traffic to transit to and from stores only. RAF Police Dog section will also have access. Hangars 2 & 3 may continue to work as normal but with NO access to the dispersal area. Personal vehicles are only to be parked in the top car park by the entrance.
