Following the publication of this message yesterday several things have happened and the guidance has changed.
IER Courses
The Airfield Manager is on leave currently and the officer responsible for this section did not want to take any more phone calls for IER course bookings and deferred the bookings back to Ops Manager HAC. However Ops Manager HAC is still on furlough and therefore not active in this role currently. So the first point is right now please do not call anyone to book anything. The initial guidance to just turn up on the respective days is not going to help with social distancing. So the new guidance is you will need to send an email to Mark Devlin (click on this link: mark.devlin101@mod.gov.uk) and cc: Jon Kumela on (copy this address for the cc line: opsman@haltonaeroclub.org.uk ) so there is a record of members wishing to attend each of the two days to help with planning the training events.
Revised IER List
The IER list has been revised at 17:45hrs on the 6th of August and can be found below as a table, or a download from the website.

Dear Members,
- This is the most up-to-date and definitive HAC IER notification and it supersedes all others.
- Please see the attached list of names first promulgated last April.
- IER is coming out of suspension and you should note your name and where it appears so that you might prepare in advance, please note also that:
- The column of names contains current members and it is fixed unless you want to swap in which case, find somebody to swap with and let me know by e-mail when you’ve swapped.
- If you are not on the list please let me know as memberships change regularly.
- If you shouldn’t be on the list let the OIC know.
- There are no dates against some names at the bottom of the date column because it has been shuffling upwards each time Ops Sqn covered the duty during lockdown.
- When you are notified of a training session being planned then please book onto the course with AFM HAL-airfieldmanager@mod.uk 01296 656666 or 07771522083.
- Please pay proper attention to the notes on the list and the LOP attached as the details answer many FAQ.
- The orders (LOP) for IER Duty are also pinned on the noticeboard in HAC ops and in the blue folder section 7 signed for each year.

IER Training
Halton Aeroplane Club Local Operating Procedure
Immediate Emergency Response.
To deliver a procedure which enables an obligation to be fully met whereby powered aircraft are assured of continued operation from RAF Halton.
- Vital information. Each member should undergo annual IER Training through RAF Halton Operations and retain current familiarisation of:
- Defence Aerodrome Manual, the Aerodrome Order Book, the Immediate Response Plan and HAC Flying Order Book.
- Vital features. Each member appointed to IER is responsible to the OIC for maintaining their currency to conduct IER or arranging for a suitably qualified replacement club member.
- In exceptional circumstances the OIC may waive the IER obligation and appoint a Committee or House members as exceptional reserve, the IER nominated member:
- Shall report by 08:30 to AFM (Building 281) (07771522083) and complete the signing-on details in the Aerodrome Operating Log (AOL).
- Shall prepare HAC for occupation according to Covid19 restrictions (LOP 17) by wedging open the hangar entrance door from the foyer, the Ops Door and also the planning room door making sure the access doors to the corridor and OpsMan office are closed.
- Post the weather printout from the fax.
- Note your mobile/contact number on the HAC Ops Board.
- Inspect the IER vehicle/trailer as briefed, check the crash box contents against the list and sign in the DI book (glove Compartment), position vehicle/trailer outside 3 Hangar in readiness.
- Consult HAC bookings/Ops Portal for anticipated flying activity, assist with hangar doors, aircraft movement and host any powered visitors ensuring they book-in and out from HAC auth book.
- Monitor 130.425 to respond as ”Flyer’s Base” under normal circumstances.
- Liaise with Chilterns Gliding Club (CGC) to handover IER and if relieved temporarily by them, remain in contact within the airfield vicinity to return within 30 minutes of being called. You should not fly out of the circuit.
- Ensure all powered aircraft are accounted for at the end of flying by reference to Auth Book details.
- At cease-flying park the IER vehicle/trailer inside 3H, secure the BFI, Hangar doors/fire exits/wicket doors and HAC doors in accordance with LOP 04.
- Complete the HAC IER log and report to AFM for stand down.
- Record of Competence: The AFM holds a database with record of training for each club member whilst a personal training certificate is held by individual club members.

2020-2021 Weekend and Bank Holiday Initial Emergency Response Person Roster

The HAC Chairman reminds all members that the IER commitment is a requirement for their continued membership and an essential enabler to HAC flying operations at RAF Halton.
HAC Members shall be personally responsible for arranging their own IER re-qualification by arrangement with the Training Provider Ops Sq AFM. Due to the current conditions please request a place on one of the two available courses by sending an email to mark.devlin101@mod.gov.uk and copy Jon Kumela on the cc line of the mail. ( opsman@haltonaeroclub.org.uk )
HAC Members may exchange their date with another HAC member by personal arrangement or ask an unallocated member to cover via the contact list on the EBS, then amend the printed sheet in HAC Ops via OpsMan. HAC Members may petition the Chairman for relief of this obligation. Instructos are exempt from this obligation. The AFM, HAC Committee and HAC House members shall adopt the exceptional reserve for this club commitment.
